Black Cat Cruises is a small tourist attraction business that goes around Pegasus Bay and Akaroa in catamarans showing people Dolphins, and even offering the ability to swim with them. Not only that but they offer a ferry service between Lyttelton and Diamond Harbour which I have been on myself multiple times.
In-game is a different story; due to the significant lack of boats and total absence of ferries, this version is focused on longer haul transport. This is why we have bigger boats and seaplanes/floatplanes in our fleet.
Black Cat Cruises is very new and is currently low priority, so development will be slow.
